Steps:
1.	Click the reference line .
2a.	Select a point with the mouse or enter the coordinates.
>	A parallel line is drawn through the point.
2b.	Enter a standoff distance.
3b.	Click on which side you want the parallel to be drawn. 
>	A parallel line is drawn on that side at the specified standoff distance.
